Philippe Cagnieul, Président de la CEB, (Commis-sion des essais biologiques de l'« AFPP », Anpp avant le 12 janvier), présente ici cet organisme.
Il évoque l'histoire de la CEB (créée en 1953), sa composition interprofessionnelle, son activité d'élaboration de méthodes d'expérimentation au champ de produits phytopharmaceutiques, son fonctionnement pour les réaliser au mieux.
Il explique les évolutions liées à la mise en place de la législation européenne sur l'autorisation de mise en marché de produits phytopharmaceutiques : la CEB a intensifié ses relations avec l'OEPP, fait évoluer son fonctionnement et mis ses méthodes en conformité avec les directives de l'OEPP. Celle-ci reconnaît désormais les méthodes CEB, dont le respect est légalement obligatoire pour la prise en compte dans les dossiers d'homologation d'essais au champ : d'efficacité, de sélectivité ou d'effet sur les organismes non cibles des produits.
Philippe Cagnieul, Chairman of the CEB (Biological Tests Commission of the French Plant Protection Association) gives a presentation of the work carried out by his organisation.
He first gives a full run down of the history of the CEB, created in 1953. He explains its interprofessional make-up, and its efforts to develop good practices for plant protection product field trial methods. He goes on to outline the implications of the setting-up of European legislation relating to the marketing of plant protection products : the CEB has strengthened its relations with the OEPP (European Plant Protection Organisation) in order to ensure that all of its methods are compliant with OEPP directives. These CEB methods are now officially recognised and can therefore be used in field trials of efficacy, selectivity and effects on organisms which are not primarily targeted by the product.
