Joël Mathurin, Sous-Directeur de la Qualité et de la Protection des Végétaux de la Dgal du Maapr depuis janvier 2005, estime que la sécurisation des pratiques phytosanitaires est l'objectif principal de l'activité de sa Sous-Direction. Cette sécurisation s'entend pour l'applicateur des produits phytosanitaires, pour le consommateur
des denrées produites et pour l'environnement. Au service de cet objectif, il travaille sur la simplification administrative et
sur les moyens d'améliorer l'efficacité du travail réalisé.
Sont abordés dans l'entretien la refondation du dispositif de mise en marché des produits, la surveillance du territoire, les activités de contrôle chez les applicateurs et distributeurs ainsi que la question du conseil (prescription) avec l'articulation du rôle des services de la Protection des Végétaux et des autres organismes. Joël Mathurin, Vice President for Quality and Plant Protection of the Food Bureau (DGAL) of the Ministry of Agriculture, Food, Fisheries and the Rural Environment (MAAPR) since January 2005, states that ensuring the safety of plant protection practices is the principal objective of his sub-division. This notion of safety concerns users of plant protection products, consumers of foodstuffs and the environment. In order to achieve this objective, Mr Mathurin is working to simplify administrative processes and to develop means of improving the efficiency and effectiveness of work carried out.
Several issues are raised in the course of the interview : reworking of the product marketing process, territorial monitoring, user and distributor controls and last but not least, the issue of advice and recommendations, with an emphasis on the important role played by the regional plant protection groups and other organisations.
